The complexity of present-day information systems compels teachers, researchers, students and professional librarians alike to build-up knowledge and new abilities in using information sources. The librarians have become experts in information, navigators that need to function in complex technic and information networks. They have to evaluate, interpret and guarantee the quality and relevance of the electronic information. The internet, data bases and electronic magazines, the global information market as well as internationalization of science are very good examples to understand that the existent national structures cannot meet nowadays demands.
