Finland has no mission in Bangladesh for visa matters. The Finland Abroad page for Bangladesh says: "In visa matters, Finland is represented by Sweden" ¹. For a student, though, the route is a residence permit for studies. You apply for it online in Enter Finland, and the Finnish Immigration Service (Migri) decides it ¹². You then prove your identity at a Finnish mission, and the Finland Abroad page names no mission in Dhaka ¹.

Where Bangladeshis prove identity

The VFS Global Finland residence permit centre in India accepts applications only from nationals of India, Bangladesh, Sri Lanka and Afghanistan ⁴. If you applied in Enter Finland, bring your pending-case certificate and application form, and prove your identity there within three months of applying ⁴. VFS charges a 20 EUR (INR 2,215) service fee on top of Migri's permit fee. Fast Track appointments are given within 5 days of submitting on Enter Finland ⁴.

Appointment backlogs

Migri's student update says the Ministry for Foreign Affairs reported appointment backlogs for proving identity at missions including the Finnish embassy in New Delhi ². That update is dated 12.8.2024, so it is old, and it may no longer describe the position today ².

How long a decision takes

The same Migri update, dated 12.8.2024, says that about 94 per cent of applicants for a first residence permit for studies got a decision in 30 days or less ². This figure is for all nationalities, not Bangladesh, and it is more than two years old. Migri's current queue page may show a different picture.
