For 2024, Latvia's consulate in New Delhi received 963 Schengen uniform visa applications, issued 839 and did not issue 114 ¹. These are short-stay (type C) visas for all purposes, not student visas, so the figure is not a study-visa refusal rate. Not issued as a share of applied is 114 out of 963, about 11.8 percent ¹.

Residence permit fees

Latvia's Office of Citizenship and Migration Affairs (OCMA) lists state fees for reviewing a temporary residence permit application of 160.00 for a decision within 30 days, 280.00 within 10 working days and 560.00 within 5 working days ². The page was updated on 18 March 2026 and has no student-specific line. An older page showing a 70 EUR student rate is superseded ².

Student residence permit documents

For a residence permit for studies, OCMA asks for a full passport copy, the residence permit request form, a photo, proof of subsistence, proof that the state fee was paid and your study agreement with the Latvian institution ⁴. The subsistence level is 500 euros per month, plus 150 euros per month for each accompanying child ⁴. Your university must have its invitation approved by OCMA before you submit ⁴.

Permit length

The Study in Latvia site says visa or residence permit requirements vary by home country, and advises students to ask the university's international department ³. Bachelor's students get a permit for the study period plus 4 months. Master's and doctoral students may request a further 9 months, before the previous permit expires ³.
