Luxembourg has no visa office in Dhaka that you can apply to. For a short stay of up to 90 days, the Swedish Embassy in Dhaka takes the application for Luxembourg, and both Luxembourg's Foreign Ministry page for Bangladesh and its New Delhi embassy page say so ¹². For a stay of more than 90 days, you deal with the Embassy of Luxembourg in New Delhi ¹. Luxembourg's honorary consul in Dhaka has no part in the visa application process ¹.

Short stays

Luxembourg's New Delhi embassy states a general Schengen timeline: as a rule no more than 15 calendar days from receipt at the embassy, and up to 45 calendar days if more checks or documents are needed ². That statement is about the New Delhi embassy. For Bangladesh, the short-stay application is lodged at the Swedish embassy in Dhaka, so the Swedish embassy's own timeline may differ ².

Reading the numbers

The European Commission counts short-stay Schengen (type C) visas by consulate, for all purposes. They are not student-visa figures ³.

• Sweden's Dhaka consulate, 2024: 17,917 applied for, 5,588 issued, 11,639 not issued, about 65% not issued. Luxembourg is represented there for short stays, but the file does not split the totals by the state represented, so these are Sweden's Dhaka totals and not Luxembourg's ³.
• Luxembourg's own New Delhi consulate, 2024: 3,233 applied for, 2,667 issued, 498 not issued, about 15% ³.

The two rows cover different consulates and different applicants, so do not read one as a prediction for the other.
